On November 12, 2002 about 400 marchers and more than 1,000 spectators turned up for a protest march organized by transgender and queer activists in the small Mexican border city of Tecate. The protest was organized in response to a law (Article 34.15 of the Police and Good Governance Act) that criminalized any "man dressed as a woman who transits in the public way causing perpetual perturbation.
