November 2024
Dear Members and Friends –
It was good to see many of you at the Washington State Fusion Center Conference this past week in Vancouver, WA. The presentations were relevant and informative, and the networking among all the entities was stellar. I had the fortune to give an Association overview and highlight the work we are doing together.
This month’s message highlights upcoming opportunities for training and engagement.
Battle of the Badges
First, we want to advocate for your agency’s participation in Renton PD’s Battle of the Badges event on December 14th, 2024. This is a really cool event; some of you heard about it at our Crime Prevention Conference and saw the video from last year. For those who haven’t seen the video, you can watch it here. Check out City of Renton’s webpage here for more information or contact our colleague Stephanie Hynes here.
Free DHS CP3 Trainings
Additionally, we wanted to remind you of Free training offered through the Department of Homeland Security’s Center for Prevention Programs and Partnerships (CP3). There is the three-hour Threat Evaluation and Reporting Overview (TERO), which is an introductory training focusing on a behavioral approach to violence prevention. Secondly there is the one-day Basic Threat Evaluation and Reporting Course (B-TERC) that teaches participants how to help assist in preventing acts of targeted violence, such as, but not limited to, terrorism, school shootings, or mass attacks in public spaces by identifying those threats or observable behaviors that may indicate the potential for violence. Finally, there is the three-day Threat Evaluation and Reporting Course (TERC), which trains federal, state, local, tribal, and territorial (F/SLTT) homeland security partners on applying behavioral threat assessment approaches, as it relates to tips and leads, to prevent targeted violence in their areas of responsibility. For more information about these trainings, or if you have interest in hosting a training, please reach out to our colleague, Sallijo Evers of DHS CP3 here.
40-Hour Basic Crime Prevention Certification Course
We will be holding our next 40-hour Basic Crime Prevention Certification Course February 24-28, 2025. We will be hosted by the Snohomish County Sherrif’s Office at their North Precinct in Marysville, WA. The registration link for this training is live. To register for this training, please go here.
CPTED Certification Course
We will be holding our next Crime Prevention Through Environmental Design (CPTED) Certification Course May 13-15, 2025. We will be hosted by the Washington State Department of Labor and Industries at their Tumwater, WA campus. Upon completion of this training, you will be certified by the Washington State Crime Prevention Association as a CPTED-Trained Professional. Registration is live and you can register for this training here.
Crime Prevention Thursday will resume January 2025
With the holiday season upon us, we are pausing our Crime Prevention Thursday sessions until after the new year. Take time to, regroup, relax, practice some self-care, and enjoy friends and family. We will resume our Crime Prevention Thursday on January 16th, 2025, at 11am via Zoom. Topic and registration information will be forthcoming.
Thank you all and thank you for all you do for your communities. Be Well and Stay Safe!

October 2024
Dear Members and Friends -
Welcome to October! We have a lot of content for you in this month’s message, so grab a cup of coffee and settle in.
2024 WSCPA Annual Crime Prevention Conference
Thank you all who attended our 46th Annual Crime Prevention Conference in Wenatchee. From start to finish, we had an amazing line up of presentations, including our very special Keynote Speakers, Tessa Gorman (US Attorney for Western Washington) and Vanessa Waldref (US Attorney for Eastern Washington). I was personally ecstatic that they both agreed to join us. We will be hard pressed to find guests of their caliber to meet with us in 2025, but we will try.

I was personally ecstatic that they both agreed to join us. We will be hard pressed to find guests of their caliber to meet with us in 2025, but we will try.
We hope that those who attended were able to walk away with tools and resources you can put in place in your communities, whether it’s best practices for engaging business communities in crime Prevention, growing an effective law enforcement volunteer program, innovative law enforcement-community engagement ideas, or conducting school security assessments. We also hope you had a chance to engage with our vendors and sponsors; we are grateful for their attendance and participation and hope they join us again.
We have reviewed the presentation evaluations that were completed. Thank you for your feedback. We will use them to guide our 2025 conference program. We read very clearly that you wanted more Plans and Programs ideas and more “How To’s.” It is our goal to provide that. If you didn’t get a chance to fill out an elevation about a particular session or the overall conference, or if something came to mind after the fact that you’d like to share, please do so. Email us directly at [email protected]. Whether you have kudos or criticism, please let us know your thoughts.
We have the conference presentations that can be shared in the Members Section of our website for you to view to view at your leisure. We are awaiting a few more presentations and will update the site as they come in.
2025 Crime Prevention Conference
As we wrap up our 46th annual conference, we are already in the planning stages for our 47th Annual Crime Prevention Conference, currently scheduled for September 16th-17th at the Heathman Lodge in Vancouver, Washington. Registration for the 2025 conference will go live shortly, so you can reserve your spot and reserve your lodging at Heathman.
Several of you indicated you would be interested in being on the conference planning committee. Thank you for those who have agreed to step forward and craft our next conference; we have your contact information and we will be reaching out. There were a few of you who indicated that you’d be interested in being on the planning committee but neglected to include your name and contact information. If you are interested in shaping our next conference, please reach out to us directly so we can include you.
Crime Prevention Thursday
Our next Crime Prevention Thursday session will be October 17th, 2024. We hope to feature our partner from the Portland Police Bureau to speak about how they’ve upscaled their Community Police Academy to give us ideas about how we can do the same in our communities. If Officer Haunsperger is unable to join us, we will do our Crime Prevention/Community Engagement Specialist statewide check in. We will let you know soon via an email blast. Either way, you can register for our next Crime Prevention Thursday session here.
40-Hour Basic Crime Prevention Certification Course
We will be holding our next 40-hourt Basic Crime Prevention Certification Course February 24-28, 2025. Please see the attached flyer. We will be hosted by the Snohomish County Sherrif’s Office at their North Precinct in Marysville, WA. The registration link for this training is now live. Please share with those inside your agency (or with another agency) that would like to - or needs to - receive this training. September 2024
Dear Members and Friends -
We hope that you had successful Night Out Against Crime events in your community. We also hope you had a safe and happy Labor Day weekend. With many of us coming off of vacation and getting back into our Fall routine, this will be a brief message.
Last Call for the Conference!
Our 46th annual Crime Prevention Conference is just two weeks away. Thank you to those who have already registered. For those that have yet to register, you can do so here.
While it is not too late to register, be mindful that we had a limited number of rooms set aside at the conference rate. If you didn’t already make your room reservation, chances are you will have to look at another lodging option. Here are some options for you (in no particular order of preference)
Our conference’s tentative schedule is posted on our website and can be viewed here. And while this is subject to change, we have things pretty much locked in.
And just like last year, you have a chance to walk away with some pretty cool swag just for filling out workshop evaluations. Pictured below are some items you could walk away with.

Membership Meeting and Election of Directors and Officers
As a reminder, we will be having a general membership meeting during the buffet lunch on September 17th. We will be holding elections for Officers and Regional Directors. Submissions for Director or Officer Positions are closed. That being stated, nominations may be made from the Body (y’all) during the election process of the meeting. If you have a burning desire to nominate yourself or someone else to serve as an Officer or Director, you will have that opportunity.
Crime Prevention Awards
Nominations for awards are also closed. If you did not get an opportunity to nominate a person or program for an award, you will have that opportunity in the future. We are looking to expand the award categories, such as Outstanding Community Engagement Program and Innovation in Community Engagement Award. We are open to considering other award categories and welcome your input on this.

CPTED Certification Training
We have been contacted by the Washington State Department of Labor and Industries about hosting our next CPTED Certification Course. Based on their training space availability, and our current schedule, we are most likely looking at the middle of March 2025 for that training. As we firm up details with LNI, we will push that information out.
Thank you all and thank you for all you do for your communities. I’m looking forward to seeing you in Wenatchee!

August 2024
Dear Members and Friends -
Night Out Against Crime upon us! We hope you have some spectacular events happening in your community. I’m sending out just a few brief notes this month.
Information from our partners at DHS Center for Prevention Programs and Partnerships (CP3)
There is an upcoming training opportunity as well as a resource available to you that our CP3 partners wanted to ensure you know about. First is the Threat Evaluation and Reporting Course (TERC), which trains federal, state, local, tribal, and territorial (F/SLTT) homeland security partners on applying behavioral threat assessment approaches, as it relates to tips and leads, to prevent targeted violence in their areas of responsibility. Second is the #Back2School with Know2Protect, a national effort to combat online child sexual exploitation and abuse (CSEA). Information flyers about both are attached with this email.
Crime Prevention Thursday
At our last Crime Prevention Thursday Session (Thursday, July 18th) we were joined by Marcus Pickett, Community Outreach Specialist for the DEA serving Washington, Oregon, Idaho and Alaska. We learned about what Mr. Pickett does, and what resources are available for our communities. For those missed the session, it was recorded, and the session is available for viewing via our Members section of our website.
With many of us being gone for August following Night Out, and our annual conference being the 17th-18th of September, our next Crime Prevention Thursday session will be October 17th, 2024. We hop to feature our partner from the Portland Police Bureau to speak about how they’ve upscaled their Community Police Academy to give us ideas about how we can do the same in our communities.
Crime Prevention Conference, September 17-18, 2024, Wenatchee Hilton Garden Inn
Yes, yet another reminder about the conference. We are really looking forward to you joining us. Thank you to those who have already registered. For those that have yet to register, you can do so here. Great workshops, great networking. And just like last year, you have a chance to walk away with some pretty cool swag just for filling out workshop evaluations. Could be a signed football from the Seahawks. Could be a signed wall flag from the Kraken. Possibly a VIP Tour of the Museum of Flight. Want a wine tasting for four at a Guardian Cellars tasting room? How about a 6-pack of Bodhizafa from Georgetown Brewing? Other than our conference, where else would you have this opportunity? C’mon, you know you want to come.
Membership Meeting and Election of Directors and Officers
As a reminder, we will be having a general membership meeting during the buffet lunch on September 17th. We will be holding elections for Officers and Regional Directors. If you are interested in being an Officer or a Regional Director, we ask you to submit a resume, letter of interest, and a letter of support from your supervisor (if applicable) showing your organization’s support of you serving on the WSCPA Board of Directors. You must be an active (dues paid) member in order to hold office on the Board of the Association. We’ve extended the deadline for submissions to August 16th, 2024
Nominations for Crime Prevention Awards
Please make your nominations for Crime Prevention Award recipients. We will honor Outstanding Crime Prevention Program, Volunteer of the year, Crime Prevention Unit of the Year, Crime Prevention Practitioner of the Year, The President’s Award, and the Lifetime Achievement Award. Please make your nominations for these awards. To nominate an award recipient, please go here.

We hope you had a happy and safe Independence Day weekend. We wanted to share a few things with you.
Crime Prevention Thursday
At our last Crime Prevention Thursday Session (Thursday, June 20th), we were joined by commercial and residential property management representatives who shared with us their best practices for property management. We learned what they need most from us as well as informing them as to what we need from them. It was a great discussion. For those unable to attend the session, it was recorded and is available for viewing via our website in the Members Section.
Did you know that the DEA has Community Outreach Specialists? Me neither. Join us for our next Crime Prevention Thursday, July 18, 2024 to meet Marcus Pickett, Community Outreach Specialist for the DEA serving Washington, Oregon, Idaho and Alaska. Let’s learn about how the program started, what Mr. Pickett does, and what resources may be able for your communities. To register for this Session please go here. After you register, you will receive a link for the Zoom session.

I want to thank the City of Renton for entrusting us with providing Crime Prevention Through Environmental Design (CPTED) Certification training for City of Renton's senior staff. Supervisors from Community and Economic Development, Public Works, Parks and Recreation, all took part in this training. A special thanks to Renton Mayor Armondo Pavone, whose vision is to incorporate CPTED into the fabric of Renton, and Chief Administrative Officer Ed VanValey, who made this training happen. I feel confident we will be doing additional trainings for the City of Renton’s senior staff. We can do the same for any of your municipalities and organizations as well.
Crime Prevention Thursday
At our last Crime Prevention Thursday Session (Thursday, May 16th) we were fortunate to have two representatives from the FBI present to our group. FBI Supervisory Special Agent Brian LeBlanc presented Responding to and Investigating Bomb Threats and Swatting Hoaxes: a review of statistics/current trends, characteristics of hoax calls as well as best practices for assessment and response. FBI Liaison Specialist Rachel Burney presented on the National Common Operational Picture Virtual Command Center on Swatting: an overview of the Virtual Command Center - a situational awareness tool available to law enforcement agencies, utilized for sharing information related to swatting incidents across the US. Both provided resources sheets related to their presentations that we were able to forward to the group via email.
For our next Crime Prevention Thursday on June 20th, we will be joined by commercial and residential property management professionals to discuss best practices for property management. Many of us work with commercial and residential property managers almost daily and advise them on what they should do from a law enforcement perspective. Yet, how often do we take the time to learn from them as to what their best practices are? What works for them? What doesn’t work? What restraints do they have in dealing with problem tenants? What support do they need? What would be helpful for us as crime prevention and community engagement specialists to know from them? We’ve invited senior level staff from Indigo Real Estate (one of our 2024 Conference Sponsors) and Kidder Matthews (a WSCPA member) to join us for a moderated discussion regarding working with property management. To register for this Session please go here. After you register, you will receive a link for the Zoom session.

Thanks to WSCPA Region 3 Director, and Community Programs Coordinator for Olympia PD, Rebekah Ziesemer for facilitating. A recording of this session will be available for viewing via our video library in the Members section of our website.

First, learn about the National Common Operational Picture Virtual Command Center on Swatting. The VCC is a situational awareness tool available to law enforcement agencies, utilized for sharing information related to swatting incidents across the US. This information will be provided by FBI Liaison Specialist Rachel Burney. Secondly, we will have a presentation on Responding to and Investigating Bomb Threats and Swatting Hoaxes. This will provide a review of statistics/current trends, characteristics of hoax calls as well as best practices for assessment and response. As we look at future crime prevention Thursday topics, we have some of the following: cyber fraud, CPTED for multi-family housing units; Business crime Prevention/Business watch best practices; construction suite security.
Secondly, our 46th Annual Crime Prevention Conference is September 17-18, 2024. The two-day conference will run Tuesday and Wednesday and will be held at the Hilton Garden Inn in Wenatchee, WA. You can register for the conference and book your room here.

We hope your Summer has been well and that you had great Night Out Against Crime events.
With our annual Crime Prevention Conference just one month away, we wanted to get our draft schedule out to you now so you can see what offerings we have for you. Please see below.
Additionally, we’ve included the conference flyer for you that has the conference and hotel registration information. Please make your conference and room reservations as soon as you can; the hotel is only holding a certain number of rooms for us at this rate.
And if you need additional incentive to come to the conference, take a look at the raffle items we’ve secured. Here’s the thing about the raffle; we are not asking you to buy tickets. We are saying that for every conference workshop evaluation you fill out, you will receive a raffle ticket. In addition to maybe picking up a bag of coffee, a Chick-fil-A gift card, a swag basket from Elysian Brewing, and other items (more to come), you could also win a signed picture of Seattle Storm Guard Jewell Loyd and four tickets to a 2024 Storm home game. Or you could walk away with a Seattle Kraken hockey stick signed by the 2022-2023 team roster. Have we got your attention now?
Please join us! We’d love to see you at our conference.

Dear Members and Friends

Our thanks to the Richland Police Department for hosting our 40-Hour Basic Crime Prevention certification course June 19-23, 2023. We are so grateful to them for their hospitality. Great participation from agencies from all over Washington State, from Anacortes to Spokane, Mattawa to Federal Way, and all points in between. Please welcome our 21 newly certified Crime Prevention Specialists!
WSCPA Annual Crime Prevention Conference
Our annual Crime Prevention Conference will be held at the Olympia Hotel at Capitol Lake in Olympia Washington, September 19-20, 2023. We have an exciting lineup planned for you and hope that you can join us. For a tentative schedule of offerings, please go here. To find conference registration and hotel information, please go here.
CPTED Certification Class
Because of the overwhelming interest in Crime Prevention Through Environmental Design (CPTED) Certification class we held in Issaquah in March, we are holding a second CPTED Certification Class this calendar year. This class will be hosted by the Everett Police Department, October 17-19, 2023, at their South Precinct (1121 SE Everett Mall Way, Everett, WA 98208). You will find the training announcement and registration link here. As of this writing, there are 15 participants registered for this class. We are capping registration to 30 attendees, so if you are interested in receiving this training, please sign up soon.
Crime Prevention Thursdays
Due to upcoming events (Night Out Against Crime/National Night Out, the Annual Crime Prevention Conference and the upcoming CPTED Certification training) Crime Prevention Thursdays will be on hiatus until November 16, 2023. We would like your feedback as to the subjects we’ve covered to date and would like to hear from you about topics you’d like to have covered. Please feel free to email us directly at [email protected], or contact us at the conference or the CPTED training.
Thank you, everyone. We appreciate everything you do for our communities.
