Free education through public school does exist in Uganda, but they are poorly funded. There are numerous issues with inadequate facilities and over-sized classrooms. Teachers are often not paid, so they don't show up. According to a UNICEF report, 60% of teachers are not in the classroom teaching in over half of Ugandan public schools. As a result, many children come out of public schools still illiterate. In fact, UNICEF reports only 40% of students are literate at the end of Primary School. In addition, only 1 in 4 children who attend Primary School make it to Secondary School. Sadly, Secondary education is still inaccessible to most children. Just 24% of adolescents, according to UNICEF, are enrolled at the Secondary level. And of those 60,000-70,000 students who complete Secondary School only about 35% of them (less than 25,000) are able to attend University.
The only way to get a good education in Uganda is to attend a private school. Unfortunately, in Uganda, private schools vary enormously in both fees and quality. Many families cannot afford to pay school fees, especially if they have several children. An orphaned child’s only hope is that a relative will step forward to pay their fees. Matters are made worse because private schools require payment for extra school fees in addition to tuition. From brooms to schoolbooks, uniforms and black shoes, each child must show up with everything asked of them, or else risk being sent back home. It is a seemingly impossible task for many children and their families to fund an education, and a lot of children only manage to pay part of their fees. This is a common occurrence, and however hard a child has worked at school, if they can’t pay their fees in full, they are not given their school reports or exam certificates. Their whole year of learning is effectively made worthless.
